<br />CITY OF SAN LEANDRO <br /> <br />MEMORANDUM <br /> <br />Date: <br /> <br />May 12, 2007 <br /> <br />To: <br /> <br />City Council Marina Committee <br /> <br />From: <br /> <br />Cynthia Battenberg, Assistant to the City Manager <br />Kathy Ornelas, Community Relations Representative <br /> <br />Subject: <br /> <br />INPUT FROM THE MAY 24, 2007 COMMUNITY TOWN HALL MEETING <br /> <br />Approximately 150 members of the community attended the Town Hall meeting hosted by <br />Mayor Santos at the Main Library on Thursday, May 24,2007. Staff presented an approximately <br />40 minute overview ofthe Marina Shoreline Area, including history, the Shoreline Enterprise <br />Fund, and dredging and development activities over the past 15 years. Attendees then broke into <br />six facilitated groups to discuss the following three questions. <br /> <br />1. In order for the City to continue operating the harbor, what ideas do you have for how to <br />address the annual shortfall of over $2 million? <br />2. What is your vision for the Marina Shoreline Area? What types of amenities would you <br />like to see? What types of improvements are needed? <br />3. What new land uses, water-related uses, or open space/recreation uses should the City <br />consider for the Marina Shoreline Area? <br /> <br />Groups shared the results of their discussion, which are noted below for your information. The <br />number in parentheses indicates how many groups came up with the item. As applicable, staff <br />comments follow in italics. <br /> <br />Ideas to Address the Over $2 Million Annual Shortfall <br /> <br />Increase fees (4) ~ <br />A 13% increase in berthing fees to the San Francisco Bay Area mean average could <br />generate an additional $109k annually, assuming occupancy rates stay the same. <br />Boat launch fee (3)- <br />The range of boat launch fees in California is $5 - $15 per launch and most payments are <br />made on the honor system. The City can currently charge up to $5.44 per launch, based <br />on the CalBoat agreement we signed to receive the original grant. Given an estimated <br />two to three thousand launches annually, a boat launch fee could raise an additional <br />$10- 16k annually. The CalBoat terms for the proposed new boat launch ramp require <br />use of the ramp be at no charge for a term of 20 years. <br />Close harbor (2) <br />
