<br />AC Transit East Bay Bus Rapid Transit DEIS/EIR Comments <br />6/29/2007 <br /> <br />3 <br /> <br />While significant impacts to the intersection ofE. 14th Street and 150th Avenue, as well as E. <br />14th Street and Hesperian are identified as significant in the DEIS/EIR, no mitigation is <br />proposed, yet the impact is identified as "less than significant" on Page 6-8. <br /> <br />Impacts on Traffic Loading. The City is concerned that bus stops that keep buses in the travel <br />lane for loading has significant impacts on traffic that may not have been included in the <br />traffic / circulation analysis. <br /> <br />Impacts to Pedestrians. While more pedestrian safety features would be provided with <br />Alternatives 1 and 3, the City expects that there will be longer walking distances at several <br />locations where crosswalks would be closed, and that fewer gaps in traffic would be available <br />for pedestrians to cross a busy single mixed-flow travel lane. Thus, continued pedestrian <br />enjoyment and safety would become more challenging, especially to those who have mobility <br />limitations. <br /> <br />Parking Impacts <br /> <br />The City has concerns that the DEIS/EIR has underestimated potential parking impacts within <br />the City of San Leandro, as follows: <br /> <br />. By comparing parking impacts between the Alternatives, San Leandro realizes a <br />significant parking impact by losing from 14 to 17 parking spaces (Alternatives 2 and <br />4) up to 175 to 200 parking spaces (Alternatives 1 and 3). Although the parking <br />reduction is relatively small compared to other cities, those on-street parking spaces <br />are vital to San Leandro merchants. The lack of parking mitigation being proposed for <br />the loss of up to 31 percent of the City's parking supply within the study area, is <br />considered a significant impact by the City of San Leandro. <br /> <br />. Removal of on-street parking in the south area of East 14th Street will hinder the City's <br />redevelopment efforts to attract in-fill development. Developers seeking parking <br />reductions rely on some form of on-street parking to mitigate the lower supply of <br />parking provided within their projects. <br /> <br />. The proposed mitigation for North Area of East 14th Street at Dutton Avenue has <br />previously been rejected by residents and local businesses who thought the loss of <br />parking was more detrimental to the community than the current travel delays. <br />
