AC Transit East Bay Bus Rapid Transit DEIS/EIR Comments
6/29/2007

5

The City of San Leandro does not support Alternatives 1 and 3 for the following
primary reasons:

. By comparing intersection LOS analyses in 2025 between Alternatives 2 and 4
(without dedicated bus lanes in San Leandro) and Alternatives 1 and 3 (with dedicated
bus lanes in San Leandro), we note that the average vehicular delays would be
increased almost three times at troubled intersections although the LOS may remain
the same. These substantial delay times and the reduction of intersection and roadway
capacity are two of our top concerns for Alternatives 1 and 3.

. The DEIS/EIR identified cumulative impacts as occurring only with Alternatives 1 and
3.

. One of the two City projects used to evaluate the cumulative impacts on the local
context, specifically for Downtown San Leandro, The East 14th Street North Area
Study, has since been superseded by a soon-to-be adopted Downtown Transit Oriented
Development (TOD) Strategy. The older study is cited as having a projection of only
200 dwelling units in the area in the "San Leandro BART Transit Village," whereas
the current study is estimating that upwards of 3,430 dwelling units will be built near
the San Leandro BART Station.

. The DEIS/EIR stated that dedicated lanes required in Alternatives 1 and 3 would result
in parking being eliminated in the Right-of- Way, removal of existing or planned
medians, elimination of left-turn lanes, elimination of landscaping opportunities, and
increased capital costs.

. Existing bike lanes on E. 14th Street in the North Area would be eliminated with
Alternatives 1 and 3. Additionally, bike riders who live on the side streets along E.
14th Street would face challenges with longer detoured routes and more restricted
access to and from E. 14th Street.

. The DEIS/EIR identified "substantial cumulative impacts" on traffic and circulation
occurring along most ofE. 14th Street through San Leandro to Bayfair BART only
with Alternatives 1 and 3.
