PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding a postcard he <br />received from ACr announcing an increase in garbage rates. Mr. Perez commented on the <br />large volume of truck and other vehicle traffic traveling through the city. Mr. Perez <br />commented on the LINKS Shuttle service. <br /> <br />John Fauria, San Leandro business owner, addressed the City Council, providing the <br />Council with copies of a recent CityNews article on the increased frequency of ACI's <br />recycling pickups as well as a postcard announcing a 5.9% rate increase to cover the cost of <br />the additional service. Mr. Fauria asked, since his business does not recycle, ifhe could forgo <br />paying the increased cost. <br /> <br />Mr. Jermanis commented that the 5.9% Increase was a combination of the cost of the <br />enhanced service and a cpr increase. <br /> <br />Public Works Services Director Mike Bakaldin noted that previously, businesses had to pay <br />extra for a recycling cart, which created a disincentive for businesses to recycle. For the 2% <br />cost mcrease, Acr was willing to increase to weekly its recycling pickups for both residents <br />and businesses, providing incentive for both sectors to recycle. Mr. Bakaldin commented that <br />In addition to the 2% increase, ACr was allowed an annual cpr increase, and there was an <br />additional .7% increase to allow ACr to "catch up" for a small portion of a missed cpr <br />increase in the previous year. Mr. Jermanis commented that the CityNews information could <br />have been clearer about the cost increase. <br /> <br />Benny Lee, San Leandro resident and president of the Asian Community Cultural <br />Association, addressed the City Council, requesting that the City Council support the <br />adoption of the San Leandro Sister City and Friendship City guidelines.
