[Penaranda] <br /> <br />Planner Penaranda said the subject property, involving the conversion of a large vacant <br />lot to a combined retail and self-storage facility, had been before the Planning <br />Commission twice previously for planning sessions. He said the first third of the project, <br />which would be rezoned from CC Community Commercial District to CC(PD) <br />Community Commercial Planned Development Overlay District, would feature a new <br />10,000 square foot building that permits hybrid development as either commercial or <br />
