This portion of the project <br />would be visible to traffic on Washington Avenue. The other two-thirds of the project, <br />involving rezoning from CC Community Commercial District to IL(PD) Industrial <br />Limited Planned Development Overlay District, would be devoted to six storage <br />buildings, reduced from ten storage buildings in the previous proposal. Mr. Penaranda <br />provided a Powerpoint presentation on the project. A detailed staff report and other <br />pertinent documents are included in tonight's meeting packet. <br /> <br />Planner Penaranda said one of the issues that had arisen at previous Planning <br />Commission meetings was the visibility of a perimeter exterior facing wall to the sides <br />and rear of the project. He provided slides that illustrated that there is little if any visual <br />impact from the exterior walls bounding the back portions of the project. He said the only <br />visible section of the exterior wall would be along 143rd Street where about 70 feet of <br />wall is visible at a distance. <br /> <br />Planner Penaranda said that Applicant Landes had also conducted a sign study and was <br />recommending visually unobtrusive box-mounted signs attached just below the roof <br />canopIes. <br /> <br />Planner Penaranda said staff is recommending approval subject to the conditions listed <br />in the report. He said one condition would require that the commercial-light industrial <br />portion of the project be constructed first or concurrently so that upgrades to the frontage <br />on Washington Avenue occur prior to the completion of habitable self-storage facilities <br />constituting the rear two-thirds of the project. He said he had also included among the <br />conditions a list of permitted uses under both the CC(PD) and IL(PD) zoning. If future <br />proposals fit that list, any such uses would be approved administratively without coming <br />back to the Planning Commission and City Council for hearings. <br /> <br />Applicant Mark Landes spoke briefly, saying that the development team had worked <br />diligently to address every information request and design recommendation raised by <br />commissioners and staff. He noted that staff had provided a wholehearted <br />recommendation on behalf of the proj ect. <br /> <br />Chair K1eebauer called for questions and comments on the project. <br /> <br />Vice-Chair Perras said he is pleased with the project as currently proposed. <br /> <br />Chair K1eebauer asked if tenants not requiring roll-up doors could put a second floor or <br />loft-type structure inside their particular unit if they required additional office or <br />commercial space. <br /> <br />Planner Penaranda said the space was designed to be used by anywhere from one to <br />nine units. He asked Mr. Landes to reply to the question about second-floor space. <br /> <br />Applicant Landes said that some tenants would want to erect a 10ft or internal second <br />story for storage purposes. He requested the option, saying he wanted as much flexibility <br />as possible to address potential tenants' requirements. He also said he had no problem <br />with the condition requiring no occupancy in the self-storage areas until the retail- <br />commercial area in the front is entirely built out, except that for logistic reasons, related <br />to large equipment access, he wished to build out the basic structures in the self-storage <br />area prior to erecting the basic structures in the commercial-light industrial area. <br />
