<br />FINDINGS OF FACT FOR APPROVAL OF <br />PLN2007 -00027 <br />Planned Development <br />14340 Washington Avenue <br />M. Landes, Landes Corp. (Applicant and Property Owner) <br /> <br />Planned Development <br /> <br />1. That the proposed location of the use is in accord with the objectives of the Zoning <br />Code and the purposes of the district in which the site is located. <br /> <br />The land plan is for a moderate-intensity use which is speculative commercial/light <br />industrial speculative development with a self-storage facility. The solution is in accord with <br />the objective of the code which is to provide areas appropriate for a wide range of low- to <br />moderate intensity industrial and some commercial uses. The proposed project with <br />conditions of approval including the maintenance of the level of architectural design of <br />structures, the upgrade of landscape improvements, the maintenance of the availability of <br />off-street parking to customers and visitors are measures to protect the character of the <br />surrounding area. <br /> <br />The proposal will improve the design and aesthetic quality of this prominent location on <br />Washington Avenue by replacing an underutilized and blighted site with a new and <br />attractive development that focuses on substantive improvements along the frontage of the <br />property. <br /> <br />2. That the proposed location of the use and the proposed conditions under which it <br />would be operated or maintained, will be consistent with the General Plan; will not be <br />detrimental to the public health, safety or welfare of persons residing or working in or <br />adjacent to the neighborhood of such use; and will not be detrimental to properties or <br />improvements in the vicinity or to the general welfare of the City. <br /> <br />The proposal is consistent with the City's General Plan Policy 7.11., which states the Mid- <br />W ashington Avenue corridor should be rezoned to IL Industrial Light District and <br />developed with such light industrial uses which include self-storage facilities as a <br />conditionally permitted use (Zoning Code Section 2-704 B. 17). Ion addition, the General <br />Plan specifies that the CC District is conditionally compatible in the Light Industrial land <br />use category (Table 3-2). <br /> <br />The commercial/light industrial component and self-storage facility has been designed, and <br />will be constructed and equipped to provide an adequate level of safety and security for <br />employees and the future customers. The site will be adequately served with public services, <br />including utilities, and public transportation. The recommended conditions of approval <br />would require sufficient landscaping for the frontage of the project along Washington <br />Avenue. The Planned Development is a use permit that would regulate the mixed usage of <br />the speculative building so that its use will not be detrimental to persons or property in the <br />immediate area. <br />
