<br />G. To the extent that the City or any other governmental agency is responsible for <br />supervising or implementing any of the mitigation measures specified in the Mitigation <br />Monitoring Plan, the City or the governmental agency shall charge the applicant for <br />actual costs incurred. As regards the City, the charge for actual costs may be based upon <br />the standard fee schedule for such purposes. Should the City or other governmental <br />agency be unable to sufficiently staff such responsibilities it may, at its discretion, retain <br />outside services which shall be paid for by the developer based upon invoices received. <br /> <br />IV. LANDSCAPING/PA VING <br /> <br />A. Prior to issuance of building permits, the developer shall submit a final landscape and <br />irrigation plans for review and approval of the Community Development. The plan shall <br />include but is not limited to the following: <br /> <br />1. An accurate and specific landscaping plan and specifications including location <br />type and initial size of all plant materials. <br /> <br />2. A minimum size of 24-inch box trees shall be planted along Washington Avenue <br />landscaped setback with a maximum separation of 3D-feet on center. Final street <br />tree(s) for said planters shall be a species other than Platanus acerfolia, Sycamore, <br />and shall have a broad canopy and have a tall and fast growing habit. <br /> <br />3. Decorative paving shall be constructed at the main entry driveway (northerly) and <br />the driveway area between the manager's office and the speculative building. In <br />addition, colored concrete with a complementary hue shall be constructed for the <br />sidewalk in front of the speculative building and in front of the manager's office. <br /> <br />4. All shrub planting shall be a minimum size of five gallons. <br /> <br />5. Any above-ground back-flow preventers shall be adequately screened to the <br />satisfaction of the Community Development Director. <br /> <br />6. A six-inch concrete curb shall border all landscaped areas. <br /> <br />7. All landscaping on the site shall be installed and maintained not to obstruct sight <br />distance for drivers and pedestrians. <br /> <br />8. All landscaped areas shall be provided with an automatic irrigation system. <br /> <br />9. Designated areas for bicycle parking, with the appropriate details and <br />specifications for the bicycle parking hardware/racks. <br /> <br />B. All landscaping and irrigation shall be installed in accordance with the approved plans to <br />the satisfaction of the Community Development Director prior to issuance of a Certificate <br />of Occupancy. <br /> <br />Recommended Conditions of Approval <br />PLN2007-00027 <br /> <br />July 16, 2007 <br />Page 4 of 10 <br />
