City of San Leandro
Community Development Department
Planning Services Division
Staff Report

DATE:

June 14,2007

FROM:

Planning Commission

Elmer Penaranda, Planner II ~

TO:

SUBJECT: PLN2007-00027; to renew an expired Planned Development Approval PLN2003-
00054, to construct a mixed-use speculative commercial/light industrial component
comprising approximately 10,589 square feet and a self-storage facility comprising
of approximately 66,958 square feet with a resident manager's office and living
quarters at 14340 Washington Avenue; the application expired March 6, 2007;
CC(PD) Community Commercial, Planned Development Overlay District and
IL(PD) Industrial Limited, Planned Development Overlay District;. Alameda
County Assessor's Parcel Number 77C-1235-2-22; M. Landes, Landes Corp.
(applicant and property owner).

SUMMARY AND RECOMMENDATION

On March 6, 2006 the City Council approved the planned development referenced above with a
condition of approval that construction shall commence within one year following City Council
approval of the Planned Development and shall be substantially completed one year after
commencement of construction. For the purpose of compliance with the condition,
commencement of construction shall be defined as the pouring or construction of a substantial
portion of the building foundation structures.

Preparation of the construction documents have taken longer than anticipated by the applicant.
There were unusual delays in designing the commercial/industrial building. On March 6, 2007
the planned development approval expired.

Without any changes to the approved plans the applicant is requesting approval again to
redevelop the subject property. The proposal is to clear the site and to redevelop the property
with a new mixed-use speculative commercial/light industrial building along the front one-third of
the property and a self-storage facility on the remaining two-thirds of the site.

The project proposal remains the same. The necessary rezoning and environmental clearance was
granted on March 6, 2006. The construction documents are nearly complete and ready for
submittal to the City's Building and Safety Services Division for building permits. With the
demolition and removal of the existing building, and ground breaking for construction a few
months away, the staff recommendation is that the planned development be approved with the
same conditions for another year.
