<br />DRAFT MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 2, 2007 <br /> <br />Page 10 <br /> <br />Linda Perry, President of the Halcyon-Foothill Neighborhood <br />Association, addressed the City Council, expressing support for the staff s <br />letter. Ms. Perry stated that the HOA is particularly opposed to alternatives <br />1 and 3 of the BR T EIS/EIR as they would reduce parking in front of retail <br />businesses, increase traffic congestion and pollution, eliminate bike lanes, <br />and impede emergency vehicle access. Ms. Perry commented on the policy <br />implications of the East 14th Street South Area Strategy. <br /> <br />Charles Gilcrest, Chair of JP A RAC and President of the Business <br />Association of South San Leandro, addressed the City Council in support <br />of the staffs and Facilities and Transportation Committee's conclusions that <br />alternatives 1 and 3 are not in the best interests of the City. Mr. Gilcrest <br />commented that there is no quantifiable benefit in providing dedicated bus <br />lanes on East 14th Street in South San Leandro and there are many negative <br />impacts. Mr. Gilcrest stated that the JP A RAC took a position against <br />dedicated bus lanes in 2001. <br /> <br />End of Public Comments on Item 11.C.2.a. <br /> <br />Vice Mayor Grant thanked the speakers for providing their input. She stated <br />that at the early public meetings on the Draft EIR, many people turned out <br />and voiced comments, and the situations have not changed since then. Vice <br />Mayor Grant pointed out that the letter should make reference to the <br />crossing at 143rd, due to the Fire Station and other traffic issues. <br /> <br />. Minute Order No. 2007-069, Motion Directing Staff to Send a Letter <br />from Mayor Santos to AC Transit Supporting Alternatives 2 and 4 of <br />the BR T EIS/EIR (authorizes staff to send the attached draft <br />letter). (1057/1977) <br /> <br />The City Council directed staff to send a letter from Mayor Santos <br />to AC Transit supporting Alternatives 2 and 4 of the BRT <br />EIS/EIR. <br /> <br />M/SIC Grant and Souza. Ayes: 6; Noes: 0; Absent: 1 (Stephens) <br /> <br />Vice Mayor Grant asked for clarification on a sentence in the highlights. <br />Mr. Jermanis noted that it was a typo, and the correct wording should have <br />been, "AC Transit comments will continue to take comments until its vote in <br />September." <br /> <br />Councilmember Starosciak asked Mayor Santos ifhe has discussed the BRT <br />issue with AC Transit representatives. Mayor Santos indicated that he has, <br />and that AC Transit would like to form a committee with representatives <br />from San Leandro, Oakland and Berkeley to further discuss the matter. <br />
