<br />DRAFT MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 2, 2007 <br /> <br />Page 12 <br /> <br />Starosciak commented that she is hopeful to have landscaping above the concrete wall at <br />Embers Way outside the Hilton Garden Inn. <br /> <br />Councilmember ProIa thanked Interim Community Development Director Luke Sims for <br />sharing his insights on the BRT issue. He also thanked the individuals who spoke in support <br />of the Friendship City guidelines and adoption ofYangchun as a Friendship City. <br /> <br />Mayor Santos reported that Waste Management locked out its employees at 5:00 p.m. today. <br />He understands that the unions have not sought approval from the Central Labor Council to <br />strike, and have requested that the company bargain in good faith. Mayor Santos indicated <br />that he requested by phone that Waste Management return to the bargaining table. Mayor <br />Santos emphasized that it is critical to the City that an agreement is reached, as 42% of the <br />City receives service from Waste Management. <br /> <br />Vice Mayor Grant commented that the public should know that the City of San Leandro is not <br />responsible for Waste Management, and that Waste Management is responsible for garbage <br />collection in the event of a lockout or strike. <br /> <br />Councilmember ProIa commented on the working conditions of Waste Management <br />employees, and he expressed concerns about the actions of management. <br /> <br />13.
