That program was replaced in 2001 with the <br />Commercial Rehabilitation (CR) Program which allowed for larger renovation projects. Staff <br />recommends the Agency approve the addition of the ASAP Program to the CR Program to offer <br />a two-tiered Commercial Fayade Improvement Program and authorize the Executive Director to <br />approve ASAP grants. <br /> <br />BACKGROUND <br /> <br />The Agency funded ASAP Program was implemented in 1998 to create a source of capital to <br />assist business and property owners in improving the aesthetic appearance of their property. <br />Through the ASAP Program, the Agency dispersed reimbursable matching grants up to a <br />maximum of $1 0,000 for minor exterior improvements, such as painting, signage, awning <br />treatments, and landscaping. The grants were secured through a Reimbursement and <br />Maintenance Agreement. <br /> <br />In 2001, the ASAP Program was replaced by the CR Program which encourages larger <br />renovation projects and provides 10 year forgivable, matching loans for up to $50,000. The CR <br />Program loans require an Owner Participation Agreement (OP A) which must be approved by the <br />Redevelopment Agency and secured through a Deed of Trust. Between 2001 and 2003 $55,285 <br />in forgivable loans were granted to two businesses. The CR Program has been inactive since <br />July 2003 due to funding constraints. <br />
