<br />LA TIP <br /> <br />2 <br /> <br />July 16, 2007 <br /> <br />The Policy Advisory Committee consisting of the representatives from the Cities of San Leandro <br />and Hayward, Alameda County and Caltrans have been working on developing the Financially <br />Unconstrained LATIP and the prioritized LATIP. To date, they have reviewed and identified <br />projects for consideration in the Financially Unconstrained LATIP, which will be used to define <br />the final prioritized LATIP. <br /> <br />Caltrans has begun the process of rescinding the Route 238 Hayward Bypass, which will allow <br />the excess right-of-way to be sold. The LA TIP needs to be approved by the California <br />Transportation Commission by the time Caltrans begins selling the excess right-of-way <br />purchased for the Route 238 Hayward Bypass or the funds will revert to the State Highway <br />Account and will not be exclusively available for projects in Alameda County. The sale of the <br />excess right-of-way is estimated to be worth $250 to $350 million. <br /> <br />Analysis <br /> <br />In order for the Financially Unconstrained LATIP and prioritized LATIP to be approved by the <br />California Transportation Commission, local area support must be demonstrated by the Cities of <br />San Leandro and Hayward, Alameda County, and the CMA and ACTA. The City Council is <br />being asked to take the first step and approve the Financially Unconstrained LATIP, which is <br />also being heard by the Central County Freeway Study Policy Advisory Committee, the City of <br />Hayward, and the Alameda County Board of Supervisors in July 2007 and the CMA and ACT A <br />Boards of Directors in September 2007. If approved, it will be submitted to the California <br />Transportation Commission at its November 2007 meeting. <br /> <br />In the meantime, staff is collaborating with other agencies in developing the prioritized final <br />LATIP by October 2007. This information will be brought back to the Policy Advisory <br />Committee, the Cities of Hayward and San Leandro, and Alameda County in November and <br />December 2007. It will then go to the CMA and ACT A Boards in January 2008. If approved, it <br />will be submitted to the California Transportation Commission for adoption at its March 2008 <br />meeting.
