NOlO TO <br />MASTER AGREEMENT FOR FEDERAL-AID PROJECTS--AGREEMENT PROVIDES <br />LOCAL MATCH TO FEDERAL FUNDS, PROJECT NO. 120-28-164, FEDERAL-AID <br />PROJECT NO. CML-504l(027), AND APPROPRIATION OF FUNDS IN THE AMOUNT OF <br />$100,000 <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />It is recommended that the City Council adopt a resolution authorizing the City Manager, or his <br />designee, to execute a Supplemental Agreement for Congestion Mitigation and Air Quality <br />(CMAQ) Improvement Program funding in the amount of $100,000 for the subject project, and <br />appropriation of grant funds in the amount of $1 00,000. <br /> <br />BACKGROUND <br /> <br />The Traffic Signal System Improvement project is a combination of four previously approved <br />Capital Improvement projects utilizing Development Fees for Street Improvement (DFSI) funds. <br />The general scope of the projects is to upgrade various traffic signals throughout the City to <br />improve traffic flow efficiency and emergency vehicle response time. <br /> <br />The work includes: <br /> <br />. Expand and enhance the detection capabilities of the City's Advanced Traffic Signal System <br />(A TSS) by installing additional vehicle detection at seven (7) existing signalized <br />intersections. The primary function of the detection will be to improve the actuated <br />operation of the traffic signals to allow for more efficient traffic flow and to provide traffic <br />volume and speed data for traffic-responsive or adaptive control that will reduce congestion <br />at intersections, thereby reducing vehicle emissions. The seven locations are: <br />o Bayfair Drive at Hesperian Boulevard <br />o Hesperian Boulevard at Springlake Drive <br />o Hesperian Boulevard at Thomally Drive <br />o Alvarado Street at Marina Boulevard <br />o Marina Boulevard at Teagarden Street/Wayne Avenue <br />
