<br />CMAQ Traffic Signal System <br /> <br />2 <br /> <br />July 16, 2007 <br /> <br />o San Leandro Boulevard at West Estudillo Avenue <br />o San Leandro Boulevard at Williams Street <br /> <br />. Expand the monitoring capabilities of the A TSS by installing wireless interconnect <br />equipment at nine (9) isolated signalized intersections, thus enhancing communication <br />capabilities. The nine locations are: <br />o Doolittle Drive at Fairway Drive <br />o Doolittle Drive at Marina Boulevard <br />o Doolittle Drive at Williams Street <br />o Farnsworth Street at Lewelling Boulevard <br />o San Leandro Boulevard at Washington Avenue <br />o Washington Avenue at 143rd Avenue <br />o Floresta Boulevard/Halcyon Drive at W ashington Avenue <br />o W ashington Avenue at Lewelling Boulevard <br />o Lewelling Boulevard at Wicks Boulevard <br /> <br />. Install additional Emergency Vehicle Preemption (EVP) equipment at two (2) intersections <br />selected specifically to improve response time for emergency vehicles. The two locations <br />are: <br />o Bancroft Avenue at Estudillo Avenue <br />o Bayfair Drive at Fairmont Drive <br /> <br />Improvements at the eighteen (18) intersections listed above were designed by DKS Associates, <br />Inc., with construction dependent on the availability of funds. During the course of design, grant <br />funds became available to fund these types of projects. The ATSS improvement project was <br />submitted with the City's application for the CMAQ program for the federal Fiscal Year 2006- <br />07, and the City was successful in receiving these grant funds. <br /> <br />Analvsis <br /> <br />The Metropolitan Transportation Commission (MTC) is allocating federal funding as part of the <br />Third Cycle Surface Transportation Program (STP) and CMAQ improvement program <br />administered by the State of California. The City submitted an application for funding through <br />the Alameda County Congestion Management Agency, who then forwarded it in a countywide <br />program to the MTC. <br /> <br />The purpose of the CMAQ program is to fund transportation projects or programs that will <br />contribute to attainment or maintenance of the National Ambient Air Quality Standards <br />(NAAQS) for ozone and carbon monoxide. The City's Traffic Signal System Improvement <br />project will not lead to increased vehicle emissions and can potentially reduce vehicle emissions. <br />The City's application has been accepted and approved, and the funding will be utilized in the <br />construction phase of the project. <br /> <br />The ATSS improvement project was submitted with the City's application for the STP/CMAQ <br />program for the federal Fiscal Year 2006-07 and we were subsequently awarded a grant in the <br />amount of $100,000. DFSI funds of $605,000 have already been appropriated, and will provide <br />the necessary grant matching funds for a total project fund of $705,000. <br />
