<br />Rules and Communications Committee <br />July 5,2007 <br /> <br />Page 4 <br /> <br />3. Update on Instant Runoff Voting (IRV) in Alameda County <br /> <br />City Clerk Handa provided an update on the status ofIRV to date. She reported on the effect of <br />the Secretary of State's voting system top-to-bottom review on IRV system certification, voter <br />education and outreach, and the cost and timing of implementing the system. <br /> <br />Chair Santos commented that he has been approached by a representative from the Secretary of <br />State's Office to discuss IRV. <br /> <br />Committee Member Starosciak commented on the February 2005 runoff election, in which she <br />was a candidate. She stated that there were lots of problems with the all-mail ballot election. She <br />commented that, even though there was only one race on the ballot and the City paid the return <br />postage, voter turnout was only about 30%. Committee Member Starosciak read from a recent <br />article in which the author provided arguments against IRV. She commented that she would like <br />to see the City return to plurality elections, which she felt would save money, save time, and <br />reduce voter confusion. <br /> <br />Chair Santos noted that if a charter amendment to return to plurality elections was passed by the <br />voters in 2008, it would not be effective until the 2010 election. Committee members discussed <br />the pros and cons of runoff elections. Chair Santos stated that the City may need to engage the <br />community to determine the support for majority vs. plurality elections. Staff will bring back an <br />update on the progress ofIRV certification at the next meeting. <br /> <br />4. Public Comments <br /> <br />Diana Gentry, Chamber of Commerce CEO, commented that the Chamber still supports the <br />concept ofIRV. <br /> <br />Charles Gilcrest commented on the 2000 charter amendment, stating that good government <br />groups from San Francisco approached the Chamber, advocating both runoff elections and IRV. <br /> <br />5. Committee Member Comments <br /> <br />None. <br /> <br />6. Adjourn <br /> <br />The meeting was adjourned at 5:30 p.m. <br />
