<br />Rules and Communications Committee <br />July 5,2007 <br /> <br />Page 3 <br /> <br />Chair Santos noted that the Firefighters and Police Officers Associations support the system. <br /> <br />Chief Gilbert described how interoperability between Oakland and the EBRCS could work. <br /> <br />Committee Member Starosciak asked if Oakland will apply for OES funds. Chief Gilbert <br />replied that he thinks Oakland will apply for funds. Committee Member Starosciak expressed <br />concern that it should not appear that the EBRCS is competing with Oakland for funding, and <br />asked if the applications could be made to be complementary. Chief Gilbert indicated that this <br />would be handled by the Super VASI. Committee Member Starosciak commented that <br />Oakland appears to be better positioned than the EBRCS to receive OES funding. <br /> <br />Committee Member Gregory asked ifHDTV was freeing up the 700 Mhz band. Chief Gilbert <br />confirmed that it was, and more of the 700 Mhz band spectrum will be available for public <br />safety. <br /> <br />Committee Member Starosciak commented on BayMACS, the communication system which is <br />part of the Silicon Valley Regional Interoperability Project. Chief Gilbert noted that it is an <br />estimated $200 million system and its technology is leading edge and visionary. <br /> <br />Committee Member Starosciak asked for information on the RFP for the system. Chief Gilbert <br />reported on the cost estimates of the various components and stated that he was unsure whether <br />the 32 repeater sites would be bid separately or together. <br /> <br />Committee Member Starosciak requested that the list of agencies be updated to include the <br />additional agencies that have adopted a Letter of Intent and lor the JP A, and the number of radios <br />each jurisdiction has so that San Leandro's percentage can be calculated. Committee Member <br />Starosciak also requested that Senator Corbett be asked to lobby for funding for the EBRCS. She <br />stated that she felt uncomfortable bringing this item back to the Council with a recommendation <br />until the Committee has received the updated information. Since the regular meeting date in <br />September falls on a day during the League of California Cities Annual Conference, staff will try <br />to reschedule the meeting to another date in September, so that a recommendation could be <br />brought to the Council at its first meeting in October. <br /> <br />Committee Recommendation: <br />None. <br />
