<br />M. Provide an Emergency Egress with fence and locked fire gate. Northerly egress <br />should be clearly marked for emergency use and sanitation company use only, and <br />no vehicles shall be allowed to enter said egress via a right-turn. <br /> <br />N. Ramps at curb returns shall be constructed per City of San Leandro Standard Plans. <br /> <br />O. The developer shall install City Standard tree grates and/or install a four- to five-foot <br />landscaped planting strip for vegetation and street trees. Street trees shall have a <br />minimum box size of 24 inches and be located at 30 feet on center, along the <br />Washington A venue frontage. Additional trees shall be installed per City of San <br />Leandro Standard Plans, the type and locations for which shall be approved by the <br />City Engineer and Community Development Services Director. <br /> <br />P. The proposed Conditions, Covenants, and Restrictions (CCR's) for the project <br />shall be approved by the City prior to approval of the Tract map. <br /> <br />Q. The Applicant shall comply with the provisions of the City's Grading Ordinance <br />and the Urban Runoff Clean Water Program. The City requires a grading permit <br />any time more than fifty (50) cubic yards of material is moved or more than 5000 <br />square feet is disturbed. The Ordinance requires that an erosion control and <br />sediment plan be prepared, submitted and approved by the City prior to issuance <br />of a Grading Permit. <br /> <br />R. Since this project disturbs over one acre of land, a State general Construction <br />Activity Permit must be obtained. Applicant needs to submit a Notice of Intent <br />(NOl) and prepare a Storm Water Pollution Prevention Plan (SWPPP). <br /> <br />S. The Urban Runoff Clean Water Program requires that all runoff be treated to <br />remove sediment and water borne pollutants prior to discharge into a public <br />facility. Examples of control measures include, but are not limited to: routing of <br />pavement and roof runoff through vegetated swales, planter boxes, vegetated filter <br />strips or landscaped areas in lieu of direct hydraulic connection to the storm drain <br />system; structural control measures, such as bioretention areas, subsurface media <br />filters, manufactured treatment controls or other methods that may be proposed by <br />the applicant and approved by the City Engineer to intercept and pretreat storm <br />water prior to discharging to the storm drain system. Examples of appropriate site <br />design features, source control measures and post-construction stormwater treatment <br />controls can be found on the Alameda Countywide Clean Water Program (ACCWP) <br />website: www.cleanwaterprogram.org. <br /> <br />T. This project will require stormwater treatment measures as specified by the San <br />Francisco Bay Regional Water Quality Control Board. A performance security in <br />the amount of 100% of the estimated costs of the improvements shall be provided <br />by the applicant. Once the necessary improvements have been constructed, a <br />maintenance security in the amount of 10% of the improvement costs must be <br />provided prior to initial acceptance of the work by the San Leandro City Council to <br />guarantee satisfactory maintenance and upkeep of said improvements. <br /> <br />Agreement to Conditions <br />PLN2006-00043 <br /> <br />January 18, 2007 <br />Page 10 of 13 <br />
