<br />1. ENGINEER'S LETTER <br /> <br />WHEREAS, the City Engineer ("City Engineer") of the City of San Leandro (the "City"), State of <br />California, pursuant to Chapter 5, Title II of the San Leandro Municipal Code, ordered the Annual <br />Engineer's Report for the Heron Bay Maintenance Assessment District, Assessment District No. 96-3 <br />("District") to be prepared; <br /> <br />WHEREAS, the City Engineer directed NBS Local Government Solutions, DBA NBS, to prepare <br />and file the Annual Engineer's Report presenting plans and specifications describing the general <br />nature, location and extent of the improvements to be maintained, an estimate of the costs of the <br />maintenance, operations and servicing of the improvements for the District for the referenced Fiscal <br />Year, a diagram for the District, showing the area and properties to be assessed, and an assessment <br />of the estimated costs of the maintenance, operations and servicing the improvements, assessing the <br />net amount upon all assessable lots and/or parcels within the District in proportion to the special <br />benefit received; <br /> <br />NOW THEREFORE, the following assessment is made to cover the portion of the estimated <br />costs of maintenance, operation and servicing of said improvements to be paid by the assessable <br />real property within the District in proportion to the special benefit received: <br /> <br />DESCRIPTION Amount <br />Estimated Fund Balance June 30, 2007 $460,200 <br />Estimated Fiscal Year 2007/08 Costs <br />Maintenance ($314,500) <br />Administration ($47,600) <br />Subtotal ($362,100) <br />Spartina Eradication Project Fundinu ($100 000) <br />2007/08 Assessments at 94% of Maximum <br />451 Sinqle Family Detached @ $521.14 $235,034.14 <br />178 Motor Court Units @ $347.40 $61 837.20 <br />Subtotal $296,871.34 <br />Estimated Interest Income 2007/08 $5,027 <br />Estimated Fund Balance June 30, 2008 $300,000 <br /> <br />SUMMARY OF ASSESSMENT <br /> <br />I, the undersigned, respectfully submit the enclosed Engineer's Report and, to the best of my <br />knowledge, information and belief, the Engineer's Report, Assessments, and the Assessment <br /> <br /> <br />1-1 <br />
