<br />building orientation/design, and landscaping/lighting recommendations to buffer/screen adjacent <br />uses. <br /> <br />Task 4.2 Transportation and Parking. EIP has retained Dowling Associates (DA) to provide <br />the transportation analysis for the proposed project. The scope below addresses the effort needed <br />to complete transportation impact analysis for inclusion in an EIR. The site was previously <br />occupied by the Albertson's Distribution Center located at the area bound by Marina Boulevard <br />to the north, 1-880 to the east, Fairway Avenue to the south, and Merced Street to the west. <br /> <br />Task 4.2a: Project Initiation/Project Management/Meetings <br /> <br />DA will coordinate all assumptions for this project with EIP staff and City of San Leandro staff. <br />DA staff will review available documents and data from the City and attend an initial meeting <br />with City staff to refine the proposed scope of work. As part of this task, DA will also determine <br />and refine the specific tasks to be completed as part of the site planning effort versus the EIR <br />effort. Based on the preliminary traffic assignments and in consultation with City staff, DA will <br />select the additional study intersections for analysis. <br /> <br />Task 4.2b: Existing Conditions <br /> <br />DA will describe the existing street and highway network and traffic conditions in the vicinity of <br />the site, using collected data and field visits. DA will use recently collected weekday AM and <br />PM and Saturday peak period intersection turning movements, pedestrian, and bicycle counts at <br />the study intersections from recent counting efforts, summarize the results and calculate <br />intersection levels of service using the 2000 Highway Capacity Manual (HCM) methods applied <br />in the Synchro/Sim Traffic Software Version 7. Existing truck data in the area will be collected <br />(from City sources) and considered in the analysis because the area primarily serves industrial <br />uses. <br /> <br />This scope and cost estimate has been prepared assuming that up to 24 intersections will be <br />analyzed, including the following intersections: <br />1. Davis StreetIDoolittle Drive <br />2. Davis Street/Phillips Lane <br />3. Davis Street/W arden Avenue <br />4. Davis Street/Southbound 1-880 Ramps <br />5. Westgate Shopping Center Driveway/Westgate Parkway <br />6. Williams StreetIDoolittle Drive <br />7. Williams Street/Westgate Parkway <br />8. Williams StreetIMerced Street <br />9. Marina BoulevardIDoolittle Drive <br />10. Marina Boulevard/Merced Street <br />11.
