<br />Task 4.2f: Congestion Management Program (CMP) Analysis <br /> <br />It is expected that the new project will generate more than 100 "net new" peak hour trips; <br />therefore, the Alameda County Congestion Management Program (CMP) will require the use of <br />the Countywide Travel Demand Model to assess the impacts on regional roadways near the <br />project site. CMP and Metropolitan Transportation System (MTS) roadways in the project <br />vicinity include 1-880 and San Leandro Boulevard. The final list of regional roadways and <br />transit corridors will be determined after review of the CMA letter responding to the NOP. The <br />budget for the CMP analysis assumes that the model will be executed for 2015 and 2030 horizon <br />years with and without the project. <br /> <br />DA will prepare the CMP analysis forecasts as required by the ACCMA. Forecasts will be <br />prepared for 2015 and 2030 with and without the project using the Countywide Model with no <br />changes to the land use or network except as required to represent the project. Traffic link <br />volumes for the a.m. and p.m. peak hours will be provided showing traffic volumes for roadway <br />links with and without the project. DA will perform the CMP LOS using the required HCM <br />method and document the results in a write up with attached tables. <br /> <br />Task 4.2g: Detailed Site Plan Review <br /> <br />DA will review the project site plan obtained from ICI to ensure adequate and efficient <br />circulation of vehicles, bicycles and pedestrians through the project site and on the roadways <br />adjacent to the project site. DA will review project site plans for each phase of development in <br />terms of: <br />· Site access and interface with roadway network including adequacy of turn-pocket <br />lengths, driveway throat lengths, and sight distance <br />· Vehicular circulation for both the retail and mixed-use residential project, and the <br />medical center <br />· Pedestrian access and circulation within the retail and mixed-use residential project, and <br />the medical center and between the two components of the project. <br />· Bicycle access and circulation <br />· Transit vehicle circulation on adjacent roadways <br />· Pedestrian access to and from transit stops <br />· Truck circulation and loading dock operations for both the medical center and shopping <br />center <br /> <br />Task 4.2h: Parking Supply and Demand Analysis <br /> <br />Parking demand for the Retail Shopping Center and Mixed-Use Residential component of the <br />project will be estimated using the rates published by ITE in Parking Generation. Minimum <br />amount of parking as required by the City's Zoning Ordinance will also be calculated. Based on <br />parking occupancy data collected at the existing Hayward Kaiser Medical Center, DA will <br />develop peak parking generation rates for the medical center.
