rates will be applied to the proposed medical center to estimate the parking supply for both
employees and members at each phase of the project.

This analysis will assume that there will be no shared parking between the Retail Shopping
Center and Mixed-Use Residential Project and the medical center. Parking mitigation will
address potential opportunities for shared parking between the components of the project.

Task 4.2i: Alternatives Analysis

DA will qualitatively evaluate up to four project alternatives (including 2015 plus additional
retail) to determine whether they would lessen or eliminate the significant impacts identified for
the proposed project. This evaluation will be based on a comparison of the relative trip
generation characteristics of the alternatives.

Task 4.2j: Traffic Report

DA will document the transportation analysis from the above tasks in a stand-alone Traffic
Impact Analysis (TIA) for review by the City. The TIA report will include the following
elements:
1. Summary
2. Introduction, including project description and study scope
3. Existing Conditions
4. Project Analysis
5. Impacts
6. Mitigations
7. Project Alternatives
8. Summary and Conclusions

Peak hour intersection traffic volumes for each analysis scenario will be displayed in figures. All
traffic calculations will be included in a technical appendix.

This report will form the basis for the transportation section of the DEIR, to be prepared by EIP.
As described above, coordination with City and Caltrans will be key in the development of
appropriate mitigation measures for transportation impacts.

Task 4.2k: Inputs for Air Quality and Noise Analysis

DA will provide ErP with transportation inputs and measures used in the analysis of air quality
and noise impacts to be done by ErP. These may include daily and peak hour traffic volumes,
intersection LOS, VMT, VHT and average system travel speeds.

Consulting Services Agreement between
City of San Leandro and Erp Associates
