The modeled ambient air quality conditions (for I-hour and 8-hour <br />averaging times) will be compared to the state and federal air quality standards. <br /> <br />Where appropriate, strategies for mitigating the effects of increased regional emissions, odors, <br />toxic air contaminants, or carbon monoxide will be identified. Any activities that are within the <br />jurisdiction of the City of San Leandro to control will be targeted for emission reductions. <br /> <br />An analysis of the project's contribution to global warming will be provided. At this time, no <br />definitive CEQA approaches or standards for analyzing impacts related to global warming have <br />been issued by governing agencies. As such, EIP will apply Approach 7 in the Association of <br />Environmental Professionals' latest White Paper on Global Climate Change.l This approach <br />involves (1) providing a quantified inventory of the project's green house gas emissions and (2) <br />qualitatively discussing the project's compliance with emission reduction strategies contained in <br />the California Climate Action Team's Report to the Governor. <br /> <br />Task 4.5 Hydrology and Water Quality. Re-development of the project site poses several <br />minor potential impacts to hydrology and water quality. Grading changes may modify existing <br />drainage patterns, and may create an increase in the total amount of impermeable surface on the <br />site resulting in an associated increase in storm water runoff and non-point source pollution. <br />Measures will be recommended in the EIR to reduce adverse effects to less-than-significant <br />levels, consistent with guidance from the Alameda County Clean Water Program and the <br />National Pollutant Discharge Elimination System permit requirements. <br /> <br />Project construction and operation will need to address potential impacts to local water <br />resources, increases in storm water runoff, needs for erosion control, and potential impacts to <br />surface and groundwater quality. EIP will consider the following elements in developing site- <br />specific mitigation measures: <br />· Contain stormwater on-site to reduce flood hazards or drainage problems and to maintain <br />existing water quality within local surface waters; <br />· Prevent increases in off-site flood hazards; <br />· Prevent on-site damage from soil erosion; <br />· Prevent increases in off-site sediment transport that could cause storm drain blockage or <br />channel aggradation; and <br />· Eliminate hazards caused by local flooding through expanSIOn and improved <br />management of the site drainage infrastructure. <br /> <br />EIP's assessment of the existing local and regional hydrologic conditions will focus on site <br />drainage, flood hazards, water quality, and groundwater contamination (if any) issues. The <br />analysis will consider existing drainage patterns, alternative project area drainage designs, the <br />potential for on-site erosion, and impacts on the local storm drain system.
