<br />will address San Leandro requirements and recommendations of the Regional Water Quality <br />Control Board (RWQCB), and will evaluate the impact of the proposed project on local and <br />regional hydrologic resources. The development of mitigation measures, which would include <br />recommendations for the preparation of a Storm Water Pollution Prevention Plan (SWPPP) <br />and/or an erosion control plan, an area drainage plan, and additional construction specifications, <br />will encourage storage and infiltration of runoff to keep peak flows at the property line at pre- <br />development levels. <br /> <br />Task 4.6 Hazardous Materials. Data regarding existing use, handling, storage, and disposal of <br />hazardous materials and the subsequent generation of hazardous waste, including radioactive <br />materials, hazardous chemicals, and biohazardous materials, will be obtained with an emphasis <br />on the potential medical uses of the site. Use of hazardous materials and generation of hazardous <br />waste for the medical uses will be estimated based on the square footage of the medical facilities <br />or the number of patient visits. Existing state and federal regulations governing medical <br />facilities are extensive and will be presented. The background text of the regulatory framework <br />will be presented in this section. <br /> <br />Task 4.7 Housing/Population. The EIR must address the extent to which the project could <br />induce a substantial new population into the area. Employment figures will be used to describe <br />the anticipated change in daytime population in the area, and these figures will be compared to <br />the City's forecasts and to ABAG's growth projections to discuss how much of the future growth <br />mayor may not be attributable to the project. <br /> <br />Because there would be a net increase in employees, there would be an indirect demand for new <br />housing in San Leandro. The increase in housing demand (considering the housing component <br />of the project) will be estimated, and like the job growth, will be compared to the ABAG <br />Projections 2005, the City forecasts, and the City's Housing Element, to determine whether the <br />projected demand lies within the forecasts already made for new housing supply in San Leandro. <br /> <br />EIP will also present information on changes to the number of jobs relative to employed <br />residents as a result of the proposed project and the potential medical uses. <br /> <br />Task 4.8 Visual Quality. The project site area is developed with the Albertson's supermarkets <br />distribution and maintenance center and commercial structures. Surrounding development <br />includes strip retail and light industry. The visual characteristics of the project site and vicinity <br />will be described by EIP and supplemented extensively with photographs. Features that will be <br />documented include: <br />· Existing views of the project site from various vantage points <br />· Architectural style and design elements of adjacent structures that provide a visual <br />context for the proposed project <br />· Massing and heights of adjacent buildings <br />· Landscaping and streetscape features <br /> <br />Consulting Services Agreement between <br />City of San Leandro and Erp Associates <br /> <br />Page 33 of 43 <br />
