<br />DRAFT MINUTES Page 17 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />Redevelopment Agency Joint Meeting--July 16, 2007 <br /> <br />Mr. lermanis stated that the lP A will be filing with the Secretary of State, and the <br />member agencies that have already joined will be considered founding members. <br />Other agencies can join later, but it is unclear what the fees and schedules will be <br />for those who join later. Mr. lermanis noted that San Leandro has always been at <br />the forefront of these types of programs, and there is no real financial risk for the <br />City to participate. Mr. lermanis indicated that Oakland has a major investment in <br />its current radio system, and there is no strong incentive for them to join the <br />EBRCS. It is hoped that Oakland's system will be able to tie in with other <br />regional systems, since they will be P25 compatible. Piedmont is tied in to <br />Oakland's system and will likely join with them. Mr. lermanis stated that he will <br />provide updated information to the Council by the end of the month. Mr. <br />lermanis noted that San Leandro cannot proceed alone; it must either join with <br />Oakland or with the EBRCS. He pointed out that, just as Piedmont is tied to <br />Oakland, San Leandro is tied to Alameda County, both through the Fire service <br />and the Police Department through its need to communicate with the Sheriffs <br />Department. This would necessitate that San Leandro join with the EBRCS. <br /> <br />Mayor Santos commented that he received a letter today from the San Leandro <br />Police Officers Association in support of the City's participation in the lPA. <br /> <br />Councilmember Souza asked if the City Manager's update could include a cost <br />estimate for the City to join with Oakland. She commented that she would have <br />difficulty approving something without knowing the cost. Councilmember Souza <br />expressed concern about the unknown cost of joining the lP A. Mr. lermanis <br />stated that there is no real risk in joining, because there will be an opportunity to <br />drop out once the costs are known. He pointed out that the City does not have a <br />lot of options, because we need to be a part of a regional communication system. <br /> <br />Councilmember Souza commented that she would like the City to investigate all <br />the options. <br /> <br />Mayor Santos commented that since the City is served by the Alameda County <br />Fire Department, it seems sensible to go with the EBRCS. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember ProIa thanked the City Council and staff for their work and decision on the <br />Living Wage Ordinance and stated that it means a lot to him. <br /> <br />Councilmember Souza commented on the vacant positions on the Rent Review Board and <br />suggested that if the Board becomes more active, she would like the Council to consider <br />filling the vacant positions. <br />
