Reports on Conferences and Seminars <br /> <br />None. <br /> <br />C. Reports on City Council Committees <br /> <br />1. Disaster Council Meeting of July 9,2007. Accepted as corrected. <br /> <br />Mayor Santos commented that there was a suggestion from the Disaster Council <br />that an additional Councilmember be added to the Committee. <br /> <br />Councilmember Gregory noted a minor correction to the higWights of the meeting <br />and commented that the City has a very good disaster plan in place. <br /> <br />2. Rules and Communications Committee Meeting of July 5, 2007. Accepted as <br />submitted. <br /> <br />Councilmember ProIa expressed his support for IRV because it allows for the <br />election of candidates by a majority. He stated that he feels the benefits of IRV <br />outweigh the problems, and it saves both the candidates and the City money. <br />Councilmember ProIa commented that the name of Andrew Govenar comes <br />highly recommended and should be added to the list of potential State lobbyists. <br />Regarding the East Bay Regional Communication System, Councilmember ProIa <br />expressed agreement with Councilmember Starosciak that this item should be <br />added to the list of projects on which the City would like to lobby for funding at <br />the State level. Councilmember ProIa commented that he would like to see <br />Oakland participate in the EBRCS. He asked about Newark's participation in the <br />JP A, the cost of the system and the amount of the grants that have been secured <br />thus far. He stated that he would like better cost information prior to voting on the <br />item. <br /> <br />Mayor Santos commented that the list of participating agencies is being updated, <br />and all but four cities in Alameda County are moving toward participation in the <br />JP A. He commented on Oakland's situation, the $958 million in federal funding <br />that will be appropriated later this year for regional communication systems, and <br />the window of opportunity for full participation in the EBRCS. <br /> <br />Mr. Jermanis reported that the Alameda County Administrator will be sending <br />him a letter, urging San Leandro to join the JP A. He noted that 10 of the 14 <br />Alameda County cities have already joined the EBRCS, and the JP A will be <br />applying for grant funding soon. Mr. Jermanis indicated that costs cannot be <br />determined until it is known how many agencies will be participating in the JP A. <br />Mr. Jermanis reported that he was recently appointed as the City Manager's <br />representative to a task force that is working on the communication system, and he <br />will have more information to report as their work progresses. <br />
