<br />CITY OF SAN LEANDRO <br /> <br />CITY COUNCIL BUSINESS AND HOUSING DEVELOPMENT COMMITTEE <br /> <br />July 12,2007 <br />4:00 p.m. - 5:30 p.m. <br /> <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />Sister Cities Gallery Room <br /> <br />HIGHLIGHTS <br /> <br />Committee Members: Councilmember Grant (Excused), Councilmember Souza <br /> <br />City staff present: <br /> <br />City Manager J ermanis, Assistant City Manager Hollister, Interim <br />Community Development Director Sims, Assistant to the City Manager <br />Battenberg, Housing Manager Liao, and Development Planner Evans <br /> <br />Public present: <br /> <br />Diana Gentry (San Leandro Chamber of Commerce), Elaine de Coligny <br />(Building Futures with Women and Children) <br /> <br />The meeting was called to order at 4:25 p.m. <br /> <br />As the meeting was called to order, City Manager Jermanis stated that because Councilmember <br />Grant was excused, the presence of one Councilmember satisfies the requirements for a quorum <br />and therefore, this meeting constitutes an official meeting. <br /> <br />1. Discussion Regarding Proposed Exclusive Negotiation Agreement with the John <br />Benjamin Company for Agency-Owned Property at 1595 Washington Avenue <br /> <br />Development Planner Evans reported that the Agency purchased 1595 Washington <br />Boulevard in 2004 in order to guide the future development of this strategic downtown <br />comer. Planner Evans then explained the process that City staff carried out to secure a <br />developer to ultimately develop the property. The City issued an RFP to solicit proposals <br />from the development community and staff received six proposals, two of which (the <br />proposals submitted by EF Communities and the John Benjamin Company) were considered <br />viable development projects. In January, 2007, City staff entered into a letter of intent to <br />exclusively negotiate with EF Communities. In June, 2007, EF Communities officially <br />withdrew their development proposal from consideration due to a change in market <br />conditions. As a result, staff is now recommending that the City Manager proceed with a <br />letter of intent to exclusively negotiate a Disposition and Development Agreement with the <br />John Benj amin Company. <br />
