<br />2. Overview of Pending Development Applications <br /> <br />Interim Community Development Director Sims reporting on the following applications: <br /> <br />. Preferred Freezer Services, Inc., 400 Hudson Lane. Preferred Freezer Services, <br />Inc. (the "applicant") intends to submit an application to construct a 200,000 square <br />foot warehouse at 400 Hudson Lane. The applicant proposes to use the site for a <br />large-scale freezer storage business which would provide freezer storage for <br />restaurants, grocery stores, and other incidental users. This use is outright permitted <br />per the City's zoning code; however the applicant must apply for a height exception <br />as they propose to construct a warehouse which is 65 feet tall when only 50 feet is <br />allowed. Sims continued by stating that a large landscaped wall will be constructed <br />between the proposed building and San Leandro Boulevard to enhance the <br />appearance of the property and reduce the potential for noise issues. This business <br />would create 40-50 jobs. Furthermore, in an attempt to alleviate potential traffic <br />issues created by the use of the site, the applicant proposes to install a traffic signal at <br />Hudson Lane and San Leandro Boulevard. <br /> <br />. 2450 Alvarado Street. Approximately one year ago, the property at 2450 Alvarado <br />Street was purchased by a new operator. In recent months, the new owner has begun <br />upgrading the site through the means of new landscaping and fencing. One of the <br />several industrial buildings on the site has already been occupied and is now being <br />used by a tenant specializing in plastic manufacturing. The new owner now intends <br />to demolish portions of the remaining unoccupied buildings to make them more <br />viable for future tenants, and to eventually create two new parcels on the site. It is the <br />intent of the owner to sell these two new parcels to owner-operators of an industrial <br />nature, and to retain the rest of the property and it to multiple smaller industrial <br />tenants. It should be noted that a parking exception will be required in the future. <br /> <br />3. Update on Development Projects <br /> <br />Housing Manager Liao updated the Committee on the following project: <br /> <br />. Loan Forgiveness, Building Futures with Women and Children. Recently, <br />administrators from Building Futures with Women and Children (Building Futures) <br />approached City staff regarding the possibility of the City forgiving all outstanding <br />loans which are due payable by their organization. Currently, Building Futures <br />carries two loans which were originally issued by the City in 1999: one loan for <br />$185,000 to assist with the acquisition of their property; and one loan for $50,000 to <br />assist with the rehabilitation of the building which they purchased. Administrators <br />from Building Futures have stated that forgiveness of these two loans would make <br />their organization more viable and more likely to receive new funding sources such as <br />loans and/or grants, as they would not have to carry the outstanding loan obligation to <br />the City as an outstanding debt. In turn, forgiveness would allow Building Futures to <br />expand and improve services which they already provide. <br /> <br />2 <br />
