Survey on Funding Options for Harbor Dredging and Capital Requirements <br /> <br />In response to suggestions from the public at the May 24, 2007 Town Hall meeting, City <br />Manager J ennanis asked the Committee if they thought it would be valuable to retain a <br />public opinion polling firm to determine voter's willingness to approve a tax measure or <br />assessment district to cover the more than $2 million annual shortfall in the Harbor <br />Operations Division. The Committee agreed that a statistically significant survey would <br />provide valuable insight as to the desire of the entire community. Additionally, they noted <br />that it would be beneficial to obtain data regarding how voters prioritize City services. <br /> <br />3. Selection Criteria and Process for Master Developer Request for Qualifications (RFQ) <br /> <br />City Manager Jermanis reported that the City is planning to release an RFQ for a master <br />developer to develop the Shoreline area and introduced Assistant to the City Manager <br />Battenberg who provided an overview of why a RFQ for a master developer is <br />recommended, the selection criteria to be used and reviewed a timeline. (Handout attached). <br />A master developer approach is recommended for the following reasons: it supports the <br />development of a comprehensive plan for the area; recognizes the economics of development <br />types and will provide choices; enables exploration of funding strategies; requires significant <br />community input prior to development of a proposed site plan; and, markets the site to a <br />variety of development interests. <br /> <br />The Committee strongly supported the master developer approach and discussed the type of <br />development teams which might submit a proposal. The Committee also discussed the <br />benefits of forming a Citizens Advisory Committee to work with the developer and agreed <br />that fonnation of a committee should be discussed next Spring. <br /> <br />4. Discussion Regarding Change of Committee Name to Shoreline Recreation Area <br /> <br />The Committee discussed the possibility of changing the name of the Marina Committee to <br />more accurately describe it's purview and recommended the Shoreline - Marina Committee. <br /> <br />5. Public Comments <br /> <br />Harold Perez shared that he's not going to spend a dime until the City gets additional Police. <br />He expressed his concerns regarding traffic, trash and noise. He suggested that the Port of <br />Oakland fund the dredging. <br /> <br />John Manuel requested information regarding the cost of the RFQ and City Manager <br />Jernlanis explained that there would be no hard costs, just staff time. He wanted to know <br />what would happen to the harbor in the next two to three years while the City is negotiating <br />with a developer. He further recommended the City explore the possibility of ferry service. <br />Mayor Santos explained that the Water Transit Authority made the determination a few years <br />ago that San Leandro was not a viable site for ferry service given the estimated 1,000 - 1,200 <br />riders per day. <br /> <br />2 <br />
