A Downtown Transit-Oriented Development (TOO) Strategy is proposed for San <br />Leandro, following a 20-month planning effort. The Downtown TOO Strategy Citizen <br />Advisory Committee (CAC), appointed by the City Council to guide the process, held 10 <br />meetings between January 2006 and May 2007. Three Community meetings, with over <br />240 area residents in attendance, were held to provide the community with information <br />and to seek input on key issues. At their May 2007 meeting, the CAC voted to move <br />forward with a Public Draft Downtown TOO Strategy. That document was the subject of <br />a Draft Environmental Impact Report (DEIR), with a 45-day review period held from <br />
