<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2007-112 <br /> <br />(3076) <br /> <br />RESOLUTION ADOPTING THE <br />DOWNTOWN SAN LEANDRO TRANSIT-ORIENTED DEVELOPMENT STRATEGY <br /> <br />WHEREAS, the City of San Leandro was awarded a $450,000 pilot planning grant from the <br />Metropolitan Transportation Commission ("MTC") and a $51,750 grant from Alameda County <br />Transportation Improvement Authority ("ACTIA") to study the potential for transit-oriented <br />development in the greater downtown area; and <br /> <br />WHEREAS, the grant funds were used to study the ~ mile radius around the intersection of <br />East 14th and Davis Streets, representing 502 acres, which has come to be known as the <br />"Downtown San Leandro Transit-Oriented Development Strategy Area"; and <br /> <br />WHEREAS, this grant recognizes the TOD opportunities offered by both enhanced AC <br />Transit bus service and the existing BART station in the downtown area; and <br /> <br />WHEREAS, a Downtown Transit-Oriented Development Strategy ("Downtown TOD <br />Strategy") is proposed for San Leandro, following a 20 month planning effort; and <br /> <br />WHEREAS, the City Council appointed a citizen advisory committee ("Citizen Advisory <br />Committee" or "CAC") to guide the process of developing a Downtown Transit-Oriented <br />Development Strategy ("Downtown TOD Strategy"); and <br /> <br />WHEREAS, the CAC held 10 meetings between January 2006 and May 2007; and <br /> <br />WHEREAS, three community meetings, with over 240 area residents in attendance, were <br />held to provide the community with information and to seek input on key issues. <br /> <br />WHEREAS, at their May 2007 meeting, the CAC voted to move forward with a Public Draft <br />Downtown TOD Strategy; and <br /> <br />WHEREAS, on or about May 15, 2007, the City prepared and circulated a Notice of <br />Preparation of a DEIR for the Downtown TOD Strategy; and <br /> <br />WHEREAS, on June 5, 2007, the DEIR on the Downtown TOD Strategy was published and <br />circulated for a 45-day public review period ending on July 19, 2007; and <br /> <br />WHEREAS, as a result of the CAC meetings and in connection with the preparation of the <br />Downtown TOD Strategy, amendments to the San Leandro Zoning Code ("Zoning Code") and the <br />San Leandro Zoning Map ("Zoning Map") have been proposed in order to implement the <br />Downtown TOD Strategy; and <br />WHEREAS, a legal ad was placed in the Daily Review and notices were sent to 983 property <br />owners and to another 394 interested parties to inform them of the proposed Zoning Code and <br />
