This task shall be conducted by a qualified <br />engmeer. <br />· Development of a vibration monitoring and construction contingency plan to <br />identify structures where monitoring would be conducted, set up a vibration <br />monitoring schedule, define structure-specific vibrations limits and address the <br />need to conduct photo, elevation and crack surveys to document before and after <br />construction conditions. Construction contingencies shall be identified when <br />vibration levels approach the established limits. <br />. At a minimum, vibration monitoring shall be conducted during initial demolition <br />activities and during pile driving activities. Monitoring results may indicate the <br />need for more or less intensive measurements. <br />. When vibration levels approach limits, suspend construction and implement <br />contingencies to either lower vibration levels or secure the affected structures. <br />. Conduction post-survey on structures where either monitoring has indicated high <br />levels or complaints of damage have been made. Make appropriate repairs or <br />compensation where damage has occurred as a result of construction activities. <br /> <br />Population and Housin2 Impacts <br /> <br />Implementation of the TOD Strategy would increase the population of the Strategy Area by <br />approximately 8,749 residents and 3,431 households (dwelling units) by the year 2030. Thirty- <br />nine development opportunity sites have been identified in the Strategy Area where new <br />development is likely to occur, and a total of 35 residential dwelling units are among these 39 <br />sites. Some or all of these units may be displaced as a result of the development projects <br />occurring under the Strategy guidelines. Dwelling unit projections for the Strategy indicate a net <br />increase of 994 dwelling units by 2015 and a net increase of 3,396 units by 2030. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Miti2ation for Population and Housin2 Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination ofthe <br />following strategies to reduce population and housing impacts: <br /> <br />X Encourage a mix of residential development types in the City, including single family <br />homes on a variety of lot sizes, as well as townhomes, row houses, live-work units, <br />planned unit developments, and multi-family housing (General Plan Policy 3.01). <br /> <br />15 <br />
