Urban <br />Habitat is a reaional Environmental Justice oraanization, dedicated to equitable land-use, <br />l.T8n$portation and housin, plannin. in the Say Area. We have bf:en ~cd in efforts <br />to improve housing, tnnaportation, amenities and the environment for low-income <br />communities and communities of color since 1989. We are currently working in <br />partnership with community aroups within San Leandro, sL&Ch as Coqreptions <br />OrganiziD' for Renewal, as well as regionalllroupS, such IS the Transportation and Land <br />Use Coalition, Oreenbeh Alliance and Non-proflt Housina of North em California to <br />promote the creation of great communities near transit hubs that meet the housing. <br />transportation and economic needs of all ~sid~ and particularly the reJion's most <br />vulnerable residents. <br /> <br />After a review of the Draft Environmontallmpac;t Report (DEIR) for the San Leandro <br />Downtown TflnSit-Oriented o-,velopment StrateJY (Specific Plan) (henceforth referred <br />to as the TOD PIIn), we believe ~ the OEIR fails to adequately .addreu: <br />1) inconsistencies between the TOO Plan and local and regional Jand..use policy, <br />includina fair-share housing goals and San Leandro's affordable housing and <br />family housinl loals; <br />2) the potential for resident dWplacemont, increucd demand for atJordable housing <br />and an exacerbation oftbe jobslhousing imbalance due to the TOO Plan; <br />3) the social and human health consequences of a lack ofaffordable housing and <br />resident dlsplacornent and <br />4) the cnvirolUl1tHltal impacts. especially air quality, climate chanp and traffIC., <br />benefits ass001ated with affordable housins within the TOO and achieving a <br />Jobslhouslng balance. . <br /> <br />4361'-' SIIwt.
