Call to Order <br /> <br />I Item 1: Roll Call <br /> <br />Present: <br /> <br />Board of Zoning Adjustment Members Daly, Gilcrest, Shields, Vice Chair <br />Pearson, Chair Goldt. <br /> <br />Planning Commissioners Abero, Collier, Finberg, Vice Chair Dlugosh. <br /> <br />BZA Members Marr, Sidari. <br />Planning Commissioners Nardine, Ponder, Chair Reed. <br /> <br />Excused: <br /> <br />Staff: <br /> <br />Kathleen Livermore, Secretary to the Planning Commission; Sally Barros, <br />Planner II; Stephanie Stuart, Assistant City Attorney, and Barbara <br />Templeton, Recording Secretary. <br /> <br />I Item 2: Joint Work Session <br /> <br />Secretary Kathleen Livermore (who has served as TOD Project Manager) and Citizen <br />Advisory Committee (CAC) Chair Anna Brannan delivered a presentation on the <br />Downtown San Leandro Transit-Oriented Development (TOD) Strategy. Ms. Livermore <br />began with an overview of their agenda, including a review of the CAC process, a <br />summary of TOD's key goals and policies, Environmental Impact Report (EIR) issues, <br />implementation program components, and next steps, both in terms of public outreach <br />and action items. <br /> <br />By way of background, Ms. Brannan said that the TOD Strategy - encompassing the area <br />radiating out one half-mile from the Davis and East 14th Streets intersection - began with <br />San Leandro receiving grants of $450,000 from the Metropolitan Transportation <br />Commission (MTC) and $51,000 from the Alameda County Transportation Improvement <br />Authority (ACTIA). The City enacted an urgency ordinance to place a moratorium on <br />developments within the opportunity sites of the TOD Strategy area as the strategy took <br />shape. <br /> <br />To develop the strategy, the City assembled the CAC, whose members met over a 15 <br />month period culminating in May 2007.
