Public Services and Recreation <br /> <br />The TaD Strategy DEIR contains sections that examine applicable regulations, establish <br />standards of significance (as dictated by CEQA), and discuss impacts (not only the <br />impact of the build-out of the Strategy area by 2030 but also the cumulative impacts that <br />take into account projects beyond the TOD Strategy area). The TaD Strategy has the <br />potential to generate environmental impacts in a number of areas (52) that could be <br />significant. Most of the significant impacts in these areas (47) would become less-than- <br />significant if General Plan policies and specific recommended mitigation measures cited <br />in this report were implemented through the General Plan's existing procedural <br />framework. Impacts in the remaining areas would be significant and unavoidable - even <br />after mitigation: <br />. Air Quality: Implementation of the TaD Strategy, in combination with other <br />projects, could contribute to producing cumulative emissions that would impede <br />attainment of applicable Air Quality standards. <br />. Noise: There is no means of guaranteeing that exterior balconies of residential <br />units within the TaD Strategy area can be located to fully avoid exposure noise <br />levels that would exceed Noise Compatibility Standards, particularly in the areas <br />near BART and the Union Pacific Railroad line. <br />. Public Services: Mitigation measures would make the impact on schools less than <br />significant in the near term, but uncertainties in the long-term build-out would <br />likely be significant and unavoidable by 2030, with a projected deficit of school <br />capacity in relation to the numbers of students. <br />. Transportation and Circulation (Traffic): Without substantial property acquisition, <br />no feasible measures exist to improve the F-rated level-of-service (LOS) <br />operation at the MacArthur BoulevardlEstudillo Avenue intersection during both <br />morning and afternoon peak traffic periods. (The Engineering Department's LOS <br />ratings use a grading scale of A through F, with A being the best and F the worst.) <br />The TaD Strategy DEIR public review period wraps up at 5 p.m. July 19, after which the <br />FEIR (the Final EIR, incorporating responses to comments received on the DEIR) will be <br />prepared. The FEIR will then go to the Planning Commission (in August) and then on to <br />the City Council (in September) for action. <br /> <br />Secretary Livermore reiterated that answers to public comments would be forthcoming <br />in the FEIR document, rather than being provided during or after the public hearing. <br /> <br />. Traffic and Transportation <br />. Utilities and Service Systems <br /> <br />Chair Reed invited comments and questions from Commissioners.
