<br />Joint BZAlPC Worksession Minutes <br />Agenda No. 07-]5 <br /> <br />August 9, 2007 <br />Page 2 019 <br /> <br />I Public Comments <br /> <br />Planning Commission Chair Reed invited audience comments. <br /> <br />Lou Filipovich objected that he had been unable to comment on some of the minutes <br />already approved. He indicated that during the public comment portion of the meeting he <br />would not be able to comment on the agenda item. He said people are being denied <br />participation based on the way joint work sessions are conducted, and that the public <br />should have the opportunity to comment on the minutes. He also said that there is a <br />serious problem in the Alameda County election process; that people are being left out of <br />the process of knowing whether and how to register and be able to vote. There is a <br />problem in appointing people to fill a term for someone who has been elected and resigns <br />or moves on. <br /> <br />There were no further public comments. <br /> <br />Motion to Close Public Comments <br />Sidari / Collier <br />11 Ayes; 0 Noes <br /> <br />I Correspondence <br />None. <br /> <br />I Oral Communications <br />None. <br /> <br />I Joint Work Session <br /> <br />Planning Secretary Kathleen Livermore explained that the purpose of the work session <br />is to talk about proposed Zoning Code amendments needed to provide a framework for <br />implementing the proposed downtown San Leandro Transit Oriented Development <br />(TOD) Strategy. Specifically, the amendments involve three articles of the City of San <br />Leandro Zoning Code: <br />. Article 6, Commercial and Professional Districts. <br />. Article 17, Off-Street Parking and Loading Regulations. <br />. Article 25, Site Plan Approval. <br />She also referenced a land use matrix from the TOD Strategy document. Planning staff <br />worked closely with the consultant on the proposed zoning changes. Other changes (to <br />Article 16, for example) also may be needed in the future, because changes in one section <br />of the code invariably affect other sections. Three considerations drove the proposed <br />changes being presented to the BZA and the Planning Commission: <br />1. To provide new zoning designations that implements the TOD Land Use Plan. <br />2. To respect the existing, current uses. <br />3. To respect and implement the key features of the TOD Strategy. <br />
