<br />CITY OF SAN LEANDRO <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />ST AFF REPORT <br /> <br />DATE: <br /> <br />September 4, 2007 <br /> <br /> <br />FROM: <br /> <br />John Jermanis, City Manager <br /> <br />Luke Sims, Interim C~~y Development Direct~ <br /> <br />Kathleen Livermor~nterim Planning Manager, and <br />Connie Kim, Planning Permits Clerk <br /> <br />TO: <br /> <br />BY: <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />MATTER OF THREE RESOLUTIONS OF LOCAL SUPPORT TO SUPPLEMENT THREE <br />SEPARATE APPLICATIONS FOR PRIORITY DEVELOPMENT AREA (PDA) <br />DESIGNATIONS FOR THE SAN LEANDRO DOWNTOWN TRANSIT-ORIENTED <br />DEVELOPMENT (TOD) STRATEGY, THE BAY FAIR BART TRANSIT VILLAGE AND <br />THE EAST 14TI1 STREET PEDESTRIAN AND STREETS CAPE IMPROVEMENTS IN <br />RESPONSE TO A REGIONAL INITIATIVE SPEARHEADED BY THE ASSOCIATION OF <br />BAY AREA GOVERNMENTS (ABAG), AND THE METROPOLITAN TRANSPORTATION <br />COMMISSION (MTC) IN COORDINATION WITH THE BAY AREA AIR QUALITY <br />MANAGEMENT DISTRICT (BAAQMD) AND THE BAY CONSERVATION AND <br />DEVELOPMENT COMMISSION (BCDC). <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council adopt the three resolutions to complete the applications <br />staff has submitted to ABAG for participation in the Priority Development Area process. <br /> <br />As part of the application process, ABAG requires that the City adopt a Resolution of Local <br />Support, which includes a statement that the proposed area meets the regional criteria of <br />proximity to existing or planned fixed transit, as well as a statement that the City suppOlis a <br />compact and connected development pattern. San Leandro Downtown Transit-Oriented <br />Development (TOD), Bay Fair BART Transit Village and East 14th Street Pedestrian and <br />Streetscape Improvements are consistent with these statements and eligible for PDA designation. <br />Staff applied for these Priority Development Areas by the June 29, 2007 deadline. The deadline <br />for submission of Resolutions of Local Support is September 7, 2007. The resolutions will <br />complete the application packet and allow these areas to be eligible for future funding from a <br />variety ofpotential state and regional sources. <br />
