<br />Accept History Walk Signage <br /> <br />2 <br /> <br />September 4, 2007 <br /> <br />. On June 16, 2003 by Resolution No. 2003-136, the City Council approved $2,500,000 for the <br />Downtown Decorative Lighting and Pedestrian Improvements in Account No. 961-83-054 <br />. On September 2, 2003 by Resolution No. 2003-013RDA, a contractual services agreement <br />was approved with the Office of Michael Manwaring for an amount not to exceed $53,420 to <br />develop the Downtown History Walk Signage project. This contract did not include <br />preparation of the construction documents since the scope of a Phase 1 project needed to be <br />determined first. <br />. On April 12, 2004 by Resolution No. 2004-003RDA, a contractual services agreement was <br />approved with the Office of Michael Manwaring for an amount not to exceed $27,500, to <br />develop the construction documents for the History Walk Signage project <br />. On September 6, 2005 by Resolutions No. 2005-134 and 2005-017RDA, a contract was <br />awarded to Fluoresce Lighting and Signs to construct the project. The RDA also designated <br />the City Council to act as its agent for oversight, administration, and acceptance of this <br />project. <br /> <br />City Council Committee Review and Action <br /> <br />. On February 5, 2004, the City Council Facilities Committee approved the design <br />development plans for the Downtown History Walk Signage project and the scope for a <br />Phase 1 project <br /> <br />Applicable General Plan Policy <br /> <br />. General Plan Policy 38--Historic Preservation Program to preserve and maintain San <br />Leandro's historic resources. The General Plan includes several policies and actions that <br />support the proposed History Walk Signage project. Under the goal of Public Awareness of <br />Local History, the following policies are applicable: <br />. Encourage the development of books, videos, pamphlets, exhibits, displays and other <br />media that commemorate San Leandro history and historic resources (Policy 40.01) <br />. Promote festivals, walking tours, and special events that celebrate San Leandro history <br />and culture (Policy 40.02) <br />. Encourage the identification of historic resources with plaques and markers (Policy <br />40.03) <br />. Promote murals, monuments, statues, and other forms of public art that commemorate <br />San Leandro history and culture. Such projects should be incorporated in public <br />buildings and major public work projects wherever feasible. (Policy 40.04) <br /> <br />Permits and/or Variances Granted <br /> <br />. An encroachment permit from Caltrans was obtained for the signage located on Davis and <br />East 14th Streets <br /> <br />Environmental Review <br /> <br />. A California Environmental Quality Act (CEQA) Negative Declaration was filed for this <br />project <br />
