Surveyors Engineers and Planners (civil <br />engineer). <br /> <br />INTRODUCTION <br /> <br />Pursuant to Title VII, of Chapter 1 of the San Leandro Municipal Code, please accept this as the <br />City Planner's Report on Tract Map 7810. <br /> <br />BACKGROUND <br /> <br />On September 5, 2006 the City Council approved PLN2005-00141, a Planned Development and <br />Vesting Tentative Map Tract 7810 to construct a subdivision consisting of six, detached, three- <br />story, single-family residences. Each unit would comprise approximately 1,455 square feet of <br />living area, which includes three bedrooms and three baths. Each unit would have an attached <br />two-car garage. <br /> <br />The subj ect property is an underutilized property at the west side of Hays Street, between West <br />Juana Avenue and Parrott Street, encompassing 15,000 square feet (0.34 acre), measuring 100 <br />feet wide, fronting Hays Street and 150 feet deep. The subject property is just south of the City's <br />Downtown Plaza Shopping Center and east of the San Leandro BART Station on Davis Street <br />and San Leandro Boulevard. <br /> <br />DETAILS OF PROPOSAL <br /> <br />Tract Map 7810 proposes to subdivide the single lot into six smaller parcels each containing a <br />detached dwelling unit. Three units would be situated in a line along the northerly edge and the <br />other three, opposite, along the southerly edge. A centrally located driveway via Hays Street <br />would serve access to the six units that flank it (see Tract Map). The driveway would access the <br />two-car garages at the ground floor of each unit and four uncovered visitor parking spaces at the <br />rear of the site. A heavy timber arbor structure is proposed to arch over the driveway entry <br />serving the property. The driveways, front landscaping, visitor parking spaces and the arbor <br />structure would be improvements maintained by the homeowners association. <br />
