Discussion Regarding Shape-Up San Leandro

Mayor Santos took this item out of order while awaiting the arrival of Vice
President Cassidy.

Trustee Davis stated that this is a follow-up to a presentation made by Trustee
Mike Katz, as well as to last year's successful Bike to School Day. Trustee Davis
commented that he would like to see more schools participate in Bike to School
Day. Mr. J ermanis indicated that he would have the Engineering and
Transportation Department look into this idea.

Mayor Santos commented that everyone used to walk to school, and he would like
to see high school students living within a 1 O-block radius of the high school be
disallowed from driving to school.

Councilmember Gregory commented that Shape-Up San Leandro could
potentially be a very big program. He stated that interest has been expressed by
Kaiser Permanente and Children's Hospital in sponsoring the program.
Councilmember Gregory indicated that a lot of interest has been expressed in
sponsorships for the program, and there are grants available through the National
League of Cities. He spoke about the program last week with the Berkeley Media
Studies Group, and he emphasized the importance of the crafting and presentation
of the message. Councilmember Gregory commented that he would like to have
an item on the agenda for the Teachers Kickoff meeting.

Superintendent Lim indicated that it would be good to meet with the District's
leadership team prior to the Kickoff meeting. Some of the possible discussion
items could be: a ban on soda; grants for noontime activities at the middle
schools; fundraisers and rewards that target reduction in sugar consumption; a
five-year plan for physical education; and sponsorship of BikelWalk to School
Day.

Trustee Davis commented that the Robert Wood Johnson Foundation has also
been involved in this issue and may be a potential funding source.

Vice President Cassidy asked how the program would be implemented. Mr.
Jermanis stated that he envisioned it as a joint effort between the City and both
School Districts, and a joint meeting of the City Council and both School Boards
may be a good idea. Mr. Jermanis noted that a grand plan and unveiling may not
be practical, but the many events during the year, such as the Bancroft Field
opening, would provide opportunities to advance the program. Trustee Hague
suggested that at the BikelWalk to School Day could provide a venue to advertise
various City initiatives. Mr. Jermanis agreed, and he stated that the Shape-Up San
Leandro theme could be emphasized whenever possible.
