<br />Page 3 of6 <br /> <br />City/SLUSD Liaison Committee Highlights <br /> <br />July 23, 2007 <br /> <br />Committee members discussed several ideas for inclusion in the Shape-Up San <br />Leandro program. Vice Mayor Grant suggested that a task force be formed, <br />which includes Councilmember Gregory and Trustee Katz, to look at the <br />implementation issues for the Shape-Up San Leandro program, and report back to <br />City Manager Jermanis and Superintendent Lim. <br /> <br />2. Discussion Regarding Safe Passages and the Youth Ventures Joint Powers <br />Authority <br /> <br />Josefina Alvarado-Mena, Safe Passages Executive Director, and Alicia Perez, <br />Safe Passages Community Relations Director, introduced themselves and gave a <br />presentation, providing background on the organization and its violence <br />prevention intervention strategies for youth and young adults. In 2006, the City <br />of Oakland, County of Alameda and Oakland Unified School District entered into <br />the Youth Ventures Joint Powers Agreement (JPA) which is open to all public <br />jurisdictions in Alameda County, and the San Lorenzo Unified School District has <br />also requested admittance into the JP A. The JP A has been successful in <br />leveraging funds and securing grants for member agencies. Safe Passages staff <br />have had conversations with SLUSD staff regarding a possible partnership and <br />inclusion in the JP A. <br /> <br />Committee members commented on the reported graduation rates. Vice President <br />Cassidy asked if the City and School District are considering joining the Youth <br />Ventures JP A. Superintendent Lim replied that District staff is interested in Safe <br />Passages for the middle schools; however, the cost is prohibitive, and grants <br />would need to be pursued. Mayor Santos commented on several programs for at- <br />risk youth in Alameda County. <br /> <br />Vice President Cassidy suggested forming a working group to meet with the City <br />Manager and Superintendent to flesh out the various issues associated with <br />participation in the program. Vice Mayor Grant suggested that the matter instead <br />be brought back on a future Committee agenda so that the Committee could have <br />more time to discuss the issues. <br /> <br />4. Discussion Regarding Arts Education Center (AEC) <br /> <br />Superintendent Lim commented on School Board President Richards' letter to <br />City Manager Jermanis, requesting the City's assistance in funding the AEC. Mr. <br />Jermanis commented on the City's limited ability to contribute to the AEC, noting <br />that if the proposed facility was within a redevelopment area, the Redevelopment <br />Agency could possibly assist with funding. Mr. Jermanis pointed out the <br />$260,000 per year pass through of the tax increment from the Redevelopment <br />Agency to SLUSD. He noted that the AEC could be considered a joint use <br />project if applying for grant funding from the State. <br />
