<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 30,2007 <br /> <br />Page 13 <br /> <br />She stated that while she fully supports the concept of interoperability and providing the <br />best possible communication system for the City's public safety personnel, she feels the <br />Council is being pressured to make a decision tonight. Councilmember Souza <br />commented that she wished the Council had had the opportunity to analyze options, but <br />is being given only one option tonight. <br /> <br />Mr. Jermanis stated that there are no other real options for the City. He indicated that <br />the City would need to either join the JP A and share resources with the other member <br />agencies or try to establish a system on its own. Mr. Jermanis reiterated his <br />recommendation that the Council adopt the resolution to participate in the JP A. <br /> <br />Mayor Santos added that the Police Chief, Fire Chief, SLPOA, IAFF Local 55, and <br />various chiefs in the two counties and cities support the JP A. He pointed out the <br />number of entities that have joined or are about to join the JP A, and he stated that not <br />participating at this point would be a mistake on the City's part. <br /> <br />M1S/C Proia and Gregory. Ayes: 7; Noes: 0 <br /> <br />C. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Vice Mayor Grant reported on the Alameda County Housing Authority, requesting that <br />the City Manager authorize a member of the City's Housing staff to attend a September <br />12, 2007 presentation on the Section 8 program. Vice Mayor Grant noted that she has <br />received a number of complaints on the Section 8 program, and she indicated that it <br />would be helpful for City staff to have a better understanding of the program. Vice <br />Mayor Grant also reported that the Housing Authority awarded six scholarships, ranging <br />from $350 to $1,275, as part of the Self Sufficiency program. <br /> <br />Councilmember Starosciak reported on the Central Alameda County Freeway Study. <br />She indicated that the study to identify projects will go very fast, and it is estimated that <br />$250 million or more will be spent on the freeway, for 1-880 from Davis Street to <br />Whipple and 238 to Center Street, and can only be used on Caltrans facilities in that <br />area. The study committee must decide on a priority list by October 2007 or January <br />2008. Councilmember Starosciak stated that she will work with the Engineering <br />Department to try to ensure that San Leandro receives a good share of the funding. <br /> <br />Mayor Santos noted that he recently received his monthly ACTIA report, which <br />includes a number of projects which affect the City of San Leandro. He has asked the <br />City Manager to place the projects on the Facilities and Transportation Committee's <br />agenda for discussion. <br />
