<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-J uly 30, 2007 <br /> <br />Page 12 <br /> <br />M/S/C Gregory and Proia. Ayes: 7; Noes: 0 <br /> <br />B. Resolution No. 2007-109, Resolution Authorizing the City of San Leandro's <br />Participation in a Joint Powers Agreement (JP A) to Operate and Maintain an East Bay <br />Regional Communications System (EBRCS) (provides for participation in a regional <br />interoperable radio communications system for jurisdictions in Alameda and Contra <br />Costa Counties). (3115) <br /> <br />Mr. Jermanis reported that this item had gone before the Rules and Communications <br />Committee, but staff did not have the opportunity to bring it back to the Committee due <br />to the need to bring the matter to the Council. Mr. Jermanis stated that he received a <br />letter from the Alameda County Administrator, informing the City of the County's hope <br />in going forward to form the Joint Powers Authority (JPA) next month. Mr. Jermanis <br />indicated that he wanted to give the Council the opportunity to discuss and consider the <br />City's participation in the JP A. He noted that Mayor Santos also received a letter from <br />the San Leandro Police Officers Association in support of the City's participation in the <br />JP A. Mr. Jermanis noted that the Letter of Intent to join the JP A was approved by the <br />Council in April, and he has provided his best estimate of the system cost. <br /> <br />Mr. J ernlanis responded to questions from the Council. <br /> <br />Councilmember Proia asked whether the East Bay Municipal Utility District (EBMUD) <br />has been approached about joining the EBRCS. Mr. Jermanis thanked Councilmember <br />ProIa for raising the point, and stated that he would inquire about it. <br /> <br />Mayor Santos commented that he was told at the Alameda County Mayors Conference <br />that it would be better for cities to join immediately in order to reap the benefits of early <br />membership. <br /> <br />Councilmember Starosciak commented that the Council still does not know what the <br />ongoing maintenance costs or replacement reserves will be, but Mr. Jermanis has <br />assured that according to the JP A, the capital plan will be developed in the next six <br />months. Councilmember Starosciak stated that she believes the City should join the <br />JP A, but is concerned about the process. She noted that the Rules and Communications <br />Committee met on July 6th and was told at that time that the matter would be continued <br />to September, at which time the Committee would provide a recommendation to the <br />Council. Councilmember Starosciak expressed concern that this issue, as well as the <br />living wage ordinance and the EIR for the Kaiser property, could have been vetted <br />through committees to save time. Councilmember Starosciak requested that the Mayor <br />ensure that such items be referred to a committee and stay in committee until a <br />recommendation is made. <br /> <br />A motion was made by Councilmember ProIa, seconded by Councilmember Gregory, to <br />adopt the resolution. <br /> <br />Councilmember Souza expressed concern that the City could be obligated to pay any <br />costs incurred by the JP A up to the point of the City's termination of the agreement. <br />
