PUBLIC HEARINGS-JOINT CITY COUNCIL/ REDEVELOPMENT AGENCY <br /> <br />None. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Emmett Cadigan, San Leandro resident, addressed the City Council, commenting on the <br />parking lot that San Leandro Unified School District proposes for development on Bancroft <br />A venue. Mr. Cadigan expressed concerns regarding storm water issues, traffic calming, <br />outside students driving into San Leandro, the road encroachment permit, soil contamination, <br />the required setback from the adjacent residential area, the loss of mature trees, and the hours <br />(7 a.m.-lO p.m.) that the parking lot would be lit. He commented that the parking lot <br />construction would keep youth reliant on their cars. Mr. Cadigan stated that he has submitted <br />his concerns to the School District but has yet to receive a response. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting regarding <br />the two school districts in San Leandro, items on the Consent Calendar, his concern about the <br />conduct of City Council meetings, the living wage ordinance and Proposition 13. <br /> <br />Elaine deColigny, Building Futures with Women and Children, addressed the City <br />Council, thanking the Council in advance of the Consent Calendar action and expressing <br />appreciation for the work by City staff in restructuring the loan for Building Futures and in <br />helping the agency to meet the needs of its clients. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis indicated that he would convey Mr. Cadigan's comments to San <br />Leandro Unified School District Superintendent Christine Lim. He commented that the City <br />Council does not provide oversight to the San Leandro Unified School District (SLUSD). <br />City staff is aware of the concerns expressed by Mr. Cadigan and his neighbors, and the City's <br />Engineering Department will look into the issues. Mr. Jermanis encouraged Mr. Cadigan to <br />attend the SLUSD Board meetings on the first and third Tuesdays of the month. <br /> <br />Regarding Ms. deColigny's comments on the restructuring of the loans for Building Futures, <br />Mr. Jermanis stated that the Council would have an opportunity to discuss the item later in the <br />meeting. <br />
