<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 30, 2007 <br /> <br />Page 3 <br /> <br />Mayor Santos recommended that Mr. Cadigan submit his concerns to the School Board in <br />writing and send a copy to the City Council. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Vice Mayor Grant inquired about the forgivable loans mentioned in Item 8.E. Mr. Jermanis <br />described the terms of the loans. Vice Mayor Grant stated that she hoped this action would <br />not set a precedent for the outstanding loans made by the City to other entities. She also noted <br />that the City Council Committee Review and Action listed in the staff report as June 12,2007 <br />was actually taken on July 12, 2007. <br /> <br />Vice Mayor Grant commented on the Business and Housing Development Committee <br />meeting of July 12, 2007. She noted that while Councilmember Souza was the only <br />committee member who attended the meeting, the meeting highlights indicated that there was <br />a quorum and a committee recommendation was made. Vice Mayor Grant requested that a <br />determination be made as to how many members constitute a quorum. <br /> <br />Mayor Santos concurred with Vice Mayor Grant that one committee member does not make a <br />quorum. Mr. Jermanis stated that the highlights should have more clearly shown that the <br />meeting was informational only due to the lack of a quorum. <br /> <br />Mr. J ermanis commented that there are very few outstanding loans to community-based <br />organizations, and the loan to Building Futures is the largest. The City's current practice is to <br />amortize the loans so that they are treated as grants. <br /> <br />Councilmember Starosciak inquired about Item 8.C., the daytime curfew ordinance, asking <br />what the punishment would be to the student and to the family for violation of the ordinance. <br />Mr. Jermanis indicated that the police officer would issue a citation, and the student will be <br />identified and returned to school. The current fine for a citation is $75.00. A <br />recommendation was made by the Youth Advisory Commission that as part of the citation <br />hearing, it would be beneficial to assign community service work to the truant and require that <br />the parents attend parenting classes. <br /> <br />Consent Calendar was amended to remove Items 8.D. and 8.F. Items will be considered <br />under Item 9, Items Removed from Consent Calendar. <br />
