<br />Housing Element of the City's General Plan and the Consolidated Plan (Con Plan). The City <br />adopted its 2003-2006 Housing Strategy to implement the Housing Element of the General Plan. <br /> <br />I) Relationship of the Use ofCDBG Funds to Priorities, Needs, Goals and Specific <br />Obiectives. <br />All CDBG funds were used to help the CDBG Program meet its national objectives of providing <br />a suitable living environment, decent housing, and economic opportunities to benefit low- and <br />moderate-income persons. The City has met or exceeded all of its anticipated housing and <br />community development outcomes under its FY2006-07 Action Plan. Even with the constrained <br />budget situation in the City and continual CDBG budget cuts, the City Council committed to <br />supplementing General Fund monies for social services. <br /> <br />The majority of CDBG funds were allocated towards the ongoing development of a new multi- <br />purpose Senior Center. The specific goals for FY2006-07 were to continue with the design <br />phase and begin the bid process for construction of a parking lot. Both of these goals were <br />achieved, as explained more fully under the "public facilities and improvements" section on page <br />13. <br /> <br />Fifteen percent (15%) of CDBG funds were allocated towards public services for five <br />subrecipients on six projects. The City provided CDBG- funded public services to 11,200 <br />persons in need, exceeding its goal by 106%. Services and performance outcome measurements <br />are explained for each of these subrecipients under the "fair housing", "public services" and <br />"homeless needs and prevention" sections. <br /> <br />2) Changes in Program Obiectives <br />During this program year there were no changes to the program objectives, and no amendments <br />were made to the Annual Action Plan. <br /> <br />3) Assessment of Efforts in Carrying Out Planned Actions <br />Overall, the City has met or exceeded all of its housing and community development goals (see <br />Exhibit A) in its FY2006-07 HUD Action Plan. The City provided the requested certifications of <br />consistency with the Consolidated Plan for HUD program applications. The City did not hinder <br />Consolidated Plan implementation by action or willful inaction. <br /> <br />The City pursued all the resources it indicated it would pursue to meet the goal of improving the <br />housing stock and assisting seniors to age in place. The City also continued to use <br />Redevelopment Set-Aside Funds to fund its Housing Rehabilitation and First-Time Homebuyer <br />Programs. <br /> <br />The City jointly embarked upon a concerted effort to address the homeless issue with local <br />service providers and the Alameda County Housing and Community Development Department. <br />Several presentations were made to the Human Services Commission, whose commissioners <br />unanimously endorsed the Alameda Countywide Homeless and Special Needs Plan (EveryOne <br />Home Plan), and one to the Human Relations Committee. Subsequently, the City Council <br />unanimously adopted the EveryOne Home Plan in November 2006.
