Proposed Amendments to City Fee Schedule - 2 -

September 17, 2007

quality of materials, use and occupancy locations, and maintenance of buildings and structures
within the City. Contractors and homeowners are required to obtain permits to assure that
building standards are met and electrical motors require permits. In fiscal year 2004-05, the fee
for up to one horse power was listed at $4.00. However, since fiscal year 2005-06, the fee has
been inadvertently omitted.

Class C Roof permits are listed as a miscellaneous fee under the Building and Safety Services
Division section of the City fee schedule. In the current fee schedule, the issuance fee for roofing
projects valued at $50,000+ is $1,268.80 for the first $50,000 plus $1,631 each additional $1,000
or fraction thereof. The correct fee should read $16.31 each additional $1,000 or fraction thereof.

The primary function of the Planning Services Division is to direct development review and
policy plalming. The Planning Services Division also reviews applications for temporary signs,
banners, flags and other advertising devices to be placed by individual tenants on a site for a
maximum of two 15-day periods each calendar year subject to sections 4-1806 and 4-1814 of the
City's Zoning Code. Since fiscal year 2005-06, the $50 special event application fee administered
by the Police Department identified both special events and temporary signs administered by
Planning Services. In fiscal year 2006-07, special event applications were posted on the fee
schedule at no cost. In order to clarify Plalming Services administration of temporary sign
applications it is recommended that special event applications be replaced on the City fee
schedule with temporary sign permits at the same fee of $50.

Current City Council Policy
As part of the annual fiscal year process the City Council annually reVIeWS all proposed
modifications to the fee schedule.

Previous City Council Action(s)
The City Council approved the 2007-08 City fee schedule on May 21, 2007 by Resolution No.
2007-067.

City Council Committee Review and Action
None

Applicable General Plan Policy
Not Applicable.

Permits and/or Variances Granted
Not Applicable.

Environmental Review
Not Applicable.

Code Compliance Review
Not Applicable.
