CITY OF SAN LEANDRO STAFF REPORT APPROVED AND FORWARDED TO CITY COUNCIL DATE: September 17,2007 Jo Ci TO: John Jermanis, City Manager FROM: Uchenna Udemezue, Director Engineering and Transportation Department BY: Kenneth Joseph, City Engineer ~ SUBJECT PROJECT /PROJECT DESCRII{;ON: RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MAINTENANCE AGREEMENT BETWEEN THE CITY OF SAN LEANDRO AND THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) RELATING TO THE DOOLITTLE DRIVE ENTRYWAY IMPROVEMENTS, PROJECT NO. 06-230-43-155 SUMMARY AND RECOMMENDATION Staff recommends adoption of a resolution authorizing the City Manager to enter into an agreement with Caltrans for maintenance of the improvements for the subject project. BACKGROUND On December 5, 2005 by Resolution No. 2005-162, the City Council approved the Cooperative Agreement between the City of San Leandro and Caltrans, which ensures the completion of the project. The project, currently underway, will construct gateway monuments on either side of Doolittle Drive between Airport Access Way in Oakland and Davis Street in San Leandro. Other improvements include: landscaping, irrigation and decorative lights in the median. There are two phases to the project: Phase 1, a joint improvement between the cities of San Leandro and Oakland and the Port of Oakland; and Phase 2, San Leandro improvements with a minor contribution from the Port of Oakland. The limits of Phase 1 extend from Airport Access Road to 200 feet south of Adams Avenue. The limits of Phase 2 start 200 feet south of Adams Avenue and extend to Davis Street. Both phases are being constructed by the same contractor, McGuire and Hester. Construction is scheduled to be complete in early spring 2008. Analysis The City of San Leandro ("City") currently has an agreement with Caltrans to maintain roadway elements (i.e., sidewalk, lighting, etc.) for roadways located in San Leandro that are under Caltrans' jurisdiction. This new agreement will extend the City's maintenance responsibility to include the new improvements on Doolittle Drive that lie within our City limits. The City of Oakland will maintain the improvements within its own city limits.
