However, if the Focus <br />Area receives only a 65% approval rate, the project would not pass unless the Influence Area has <br />at least a 65% approval rate. Staff believes this voting system will provide an equitable means to <br />determine the outcome of traffic calming projects. <br />Additionally, a minimum of 50% of the ballots must be returned from the Focus Area <br />(Improvement Area) before the project may proceed; similar to the original code. However, the <br />Influence Area will be tallied using a Protest Vote System.
