CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: <br />TO: <br />FROM: <br />BY: <br />October 1, 2007 <br />John Jermanis, City Manager <br />Uchenna Udemezue, Directof~-` <br />Engineering and Transportation <br />Keith Cooke, Principal <br />SUBJECT PROJECT/PROJECT D <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo Jermanis <br />Ci ~anager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR A <br />RECREATIONAL TRAILS PROGRAM GRANT FOR $395,000 TO ASSIST IN FUNDING <br />THE CONSTRUCTION OF THE BAY TRAIL SLOUGH BRIDGE PROJECT, PROJECT NO. <br />144-36-012 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to apply <br />for a federal grant under the Recreational Trails Program for $395,000 to assist in funding the <br />construction of the subject project. <br />BACKGROUND <br />The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users <br />(SAFTEA-LU) provides funds to the State of California for grants to federal, state, local and <br />non-profit organizations to acquire, develop and/or maintain motorized and non-motorized trail <br />projects. <br />The California Department of Parks and Recreation is responsible for the administration of the <br />program at the State level and requires applicants to certify by resolution the approval of <br />applications and the availability of eligible matching funds prior to submission of said <br />applications to the State. <br />Analysis <br />The Bay Trail Slough Bridge project involves the design and construction of approximately <br />1,000 feet of the Bay Trail. This trail includes a 300-foot bridge that will cross the San Leandro <br />Slough between the Water Pollution Control Plant/Oakland Airport and the Oyster Bay Regional <br />Shoreline in the city of San Leandro (the City). As part of this project, the City will construct a <br />connecting trail segment of approximately 600 feet to the north of the bridge. The project will <br />connect two existing segments of the Bay Trail and will allow trail users to stay on a Class I <br />bicycle trail adjacent to the bay instead of taking a circuitous route on busy city streets. <br />
